I choose Floodgate. Flood levels in general are bad, and this one only has like 10 enemies. Plus, there are a ton of the stupid Gravemind/Cortana moments.

I loved the atmosphere of Cortana, but the gameplay wasn't quite cool enough. It was so enclosed and FREAKING HARD. Maybe that's just because I'm better when I have maneuvering room.
Cortana is horrid. Although to respond to yours steve, I'd say Floodgate is one of my favorites - tons of cool moments (Elites! Half-Jaw!), and lots of things to shoot. It's also nice having OTHER HUMANS to play with on a Flood level for once. And, later on, Elites as well.
But back to the least favorite.. yeah, Cortana is horrible.
