Hpw do you 'release' accounts?

I've encountered a problem with activeboard and if I can't solve it I will have to go back to proboards so please answer my question. Anyway my problem is that some of my users don't recieve 'confirmation emails' when they sign up, how do you 'release' their accounts like it tells you to do if they don't recieve 'confirmation emails'?
