Does poetry count as fan-fiction?

If poetry doesn't count as fan fiction then where does it come under and if it does count then why is fan-fiction always mentioned as 'stories'?

Well, I'm pretty sure the rules specifically say that poetry is accepted... Just not for the Contest, if that's what you're thinking.

I can't participate in the contest though. It's only for people who live in the USA.
